The short answer
Wind strength at sea is measured in knots (1 knot = 1.852 km/h) with an anemometer, and classified on the Beaufort scale, which runs from 0 (flat calm) to 12 (hurricane) by observing the wind’s effect on the sea surface. On a boat, though, there is one extra distinction that does not exist ashore: the one between true wind and apparent wind. And that is where the measurement gets interesting.
The Beaufort scale: reading the wind on the water
Before instruments there was observation. The scale devised by Admiral Francis Beaufort in 1805 classifies the wind by the look of the sea, and it is still the common language of the forecast bulletins today:
- Force 0-1 (0-3 knots): mirror-calm sea, barely visible ripples.
- Force 2-3 (4-10 knots): small waves, the odd breaking crest. The breeze of easy sailing.
- Force 4-5 (11-21 knots): moderate waves, widespread white horses. The typical working range for racing.
- Force 6-7 (22-33 knots): rough sea, spray, streaks of foam. Time to shorten sail.
- Force 8-9 (34-47 knots): gale, rolling crests, visibility cut by spray.
- Force 10-12 (48+ knots): storm and hurricane, a white sea. You do not sail: you endure.
The Beaufort scale gives the order of magnitude; the precise number comes from the anemometer. The units convert easily: 1 m/s ≈ 1.94 knots, 10 knots ≈ 18.5 km/h.
True wind and apparent wind: what the boat actually measures
The masthead anemometer does not measure the «real» wind: it measures the apparent wind, that is, the combination of the true wind with the wind generated by the boat’s own motion. Close-hauled at 6 knots in 12 knots of true wind, the masthead may read 16-17; on a broad reach, with the boat «running away» with the wind, the apparent drops below the true.
The true wind is obtained by calculation — vector-subtracting the boat’s speed — or by direct measurement with an anemometer off the boat. It is the number you need for the strategic choices: which sail to set, which tack pays, how the wind is shifting. The apparent wind, on the other hand, is what the sails actually «feel», and it is the reference for trim.
The forecast talks about true wind; your sails work in the apparent. Confusing the two is the quickest way to get both the sail choice and the trim wrong.
From measuring the wind to measuring its effect
There is, however, a limit in every anemometer: it measures the wind at a single point — the masthead — while the sail works across its whole surface, where the flow arrives disturbed, accelerated, twisted by the gradient. Two boats with the same wind on the instruments can have sails working in very different ways.

Measure to decide
Knowing how to read wind strength — in the bulletins, on the water, on the instruments — is the foundation of seamanship. But measurement is not an end in itself: it is what turns onboard decisions from bets into choices. Which sail to carry, when to reef, how to trim: every answer improves when the wind stops being an impression and becomes a number — and it improves again when, beyond the wind, you also measure how the sail is using it.
